Education Ministry and World Bank Host Workshop for School-to-Work Transition under STARS Program

The Ministry of Education and the World Bank jointly organized a unique workshop on School-to-Work Transition as part of the STARS Program. The workshop took place in Mumbai on May 19, 2023. Shri Sanjay Kumar, Secretary of School Education, and Shri Atul Kumar Tiwari, Secretary of Skill Development and Entrepreneurship, co-chaired the event.

• The workshop saw the participation of Secretaries of Education and Skill Department from the six STARS states and Uttar Pradesh, along with State Project Directors of Samagra Shiksha and representatives from the World Bank.
• Vocational Education and School-to-Work Transition were highlighted as important components of the STARS program.
• The workshop focused on discussing the Skill Gap analysis of the states and the convergence of vocational and skill education.
• Shri Sanjay Kumar and Shri Atul Kumar Tiwari provided insights into the government’s interventions, and provisions of the National Education Policy, and suggested measures to scale vocational education.
• The performance and interventions of the states were reviewed, and a strategy emphasizing vocational education, industry tie-ups, curriculum integration, and meeting industry demands was proposed.
• Industry experts participated in a session and emphasized the need to invest in vocational training and make it aspirational for the youth.

About the STARS Program

• The STARS program, which stands for Strengthening Teaching-Learning and Results for States, is an initiative undertaken by the Ministry of Education in collaboration with the World Bank.
• The STARS Project, approved by the Cabinet in October 2020, is a centrally sponsored scheme aimed at improving education in India.
• The project’s duration is five years, starting from 2021 and ending in FY: 2024-25.
• It will be implemented in six states: Himachal Pradesh, Maharashtra, Odisha, Rajasthan, Madhya Pradesh, and Kerala.

Objectives

• It aims to improve the quality and governance of school education.
• The program focuses on enhancing learning outcomes, teacher training and development, and strengthening the school education system.
• It also includes components related to vocational education and school-to-work transition, aiming to bridge the gap between education and employment by equipping students with relevant skills and knowledge.
• The project will support initiatives such as PM e-Vidya, the Foundational Literacy and Numeracy Mission, and the National Curricular and Pedagogical Framework for Early Childhood Care and Education, in line with the Atmanirbhar Bharat Abhiyan.
• The components of the STARS project align with the objectives of the National Education Policy (NEP) 2020, which emphasizes quality-based learning outcomes.
• The workshop organized under the STARS program discussed various aspects related to vocational education, skill development, and strategies to enhance the employability of the youth.
