The President of India will honor the exceptional achievements of 9 State Secretaries and 68 District Collectors, along with their teams, at Vigyan Bhawan, New Delhi, on July 18, 2023. These prestigious “Bhoomi Samman” awards commend their outstanding implementation of the Digital India Land Records Modernization Programme (DILRMP), a critical element of effective governance.

The Digital India Land Records Modernization Programme (DILRMP) is widely regarded as the bedrock of governance. Shri Giriraj Singh, Minister of Rural Development and Panchayati Raj, emphasized the event’s significance for Revenue and Registration functionaries, who will receive the historic “Bhoomi Samman” in recognition of their exceptional performance.
Promoting Cooperative Federalism:
Shri Giriraj Singh praised the “Bhoomi Samman” Scheme as an exemplary model of cooperative federalism between the Centre and the States, built on trust and partnership. The awards are determined based on the reports and inputs provided by the States/UTs regarding the computerization and digitization of land records.

The digitization of land records and registration is expected to alleviate the burden of court cases related to land disputes. This transformative process will help minimize GDP losses caused by project delays resulting from litigation over land disputes.
Enhancing Efficiency of Government Programs:
Shri Giriraj Singh emphasized the significance of accurate and accessible land records information for enhancing the effectiveness and efficiency of various government programs. Departments such as Agriculture and Farmer Welfare, Chemical and Fertilizer, PDS, Panchayati Raj, and Financial Institutions can benefit immensely from the uniformity and inter-operability of land records information.
Achieving Digitization Targets:
The Department of Land Resources has achieved an impressive 94% digitization rate nationwide. The ultimate goal is to achieve 100% saturation of core components in the digitization of land records across all districts by March 31, 2024.
