This includes continuing to implement centrally funded schemes such as the Senior Citizen Health Insurance Scheme (SCHIS) and the Rashtriya Swasthya Bima Yojana (RSBY).
Beneficiaries Of Ayushman Bharat Yojana
PM-JAY was designed to provide healthcare assistance to the nation’s 40% most vulnerable and disadvantaged citizens. These recipients were chosen based on the deprivation and occupation criteria specified in the 2011 Socio-Economic Caste Census.
Households living in one-room kutcha homes, those headed by women, those belonging to SC/ST, the landless, the homeless, or those without adult relatives are all eligible in rural areas. In metropolitan regions, however, eligible recipients include rag pickers, street sellers, sanitation workers, domestic helpers, store employees, and others.
The scheme has taken the position of the Rashtriya Swasthya Bima Yojana (RSBY), which was introduced in 2008. As a result, the coverage provided by PM-JAY includes families who were previously covered by RSBY but did not appear in the SECC 2011 database.
It is important to emphasize that there are no restrictions on family size or age under PM-JAY, ensuring that no one is left behind, particularly women, children, and senior folks. The program provides full healthcare coverage at the primary, secondary, and tertiary levels, including prevention, promotion, and outpatient care.
Eligibility Criteria Of Ayushman Bharat Yojana
One of the major benefits of many healthcare plans is that there are no restrictions based on family size, age, or gender. This indicates that the scheme’s healthcare coverage is available to all members of the family. Furthermore, pre-existing medical conditions are covered by these programmes from the first day of enrollment.
This is especially useful for those who suffer from chronic illnesses or have continuing medical concerns that necessitate constant treatment. By removing obstacles to healthcare access, such programs ensure that everyone, regardless of background, health status, or financial situation, has equal access to the medical care they require.
The PM-JAY scheme is funded by a joint effort by the federal and state governments. The financial burden is distributed 60:40 in states and Union Territories (UTs) with their own assembly. However, in some areas, such as the Northeastern states, Jammu and Kashmir, Himachal Pradesh, and Uttarakhand, the funding ratio is set at 90:10.
Furthermore, UTs without a legislature receive 100% funding from the federal government, ensuring that they are not disadvantaged as a result of their lack of legislative power. This funding mechanism allows for a more equitable distribution of resources, allowing more individuals to obtain necessary medical care.
Importance Of Ayushman Bharat Yojana
The cost of hospitalisation for essential illnesses has soared by 300% in a decade. Over 80% of Indian households do not have health insurance, leaving individuals responsible for the majority of the costs. According to the IRDAI, only 48 crore Indians, or less than one in every three Indians, have health insurance.
Hospitalisation costs cause an estimated 6 million people to slip into poverty each year. Using insurance to compensate healthcare bills can give more value for government spending while covering more households on a smaller budget.
Health insurance plays a crucial role in protecting individuals from financial hardship due to unexpected medical events, which can contribute to inclusive growth and improve the economic situation and quality of life for the poor.
